Although many people have different ideas about what exactly constitutes a false report, the most reasonable definition is that: A false report is a report of a sexual assault that did not happen (i.e., it was not completed or attempted). While we might all agree with this simplistic definition of a false report, people have different ideas about exactly when they can decide that the sexual assault did not actually happen. For example, investigators, prosecutors, and oth-ers often decide that a sexual assault did not happen based simply on their own views of the victim, the suspect, and their credibility. This is an unacceptable practice.

It is also important to keep in mind that most false reports of sexual assault are typi- cally the result of personal and emotional problems, rather than vengeful motives.

2 (has been shown to be wrong) - 8 (supported by more credible sources) is just the number of ones that were conformed as being false during investigation, the figure doesn't include undetected false claims in the categories unfounded and prosecuted. The only study that does attempt to do a full count is too small to be considered representative and found the false claim rate according to the accusers confessions to be just over 40%.

Sounds like a reasonable rate.

My jurisdiction has been tracking what rate of sexual assault accusations are demonstrably false, and finding 5% fit that description. At the other end, there is the small number of accusations that lead to a conviction, and in between, a large number where there is insufficient evidence to know either way.

The figures do not include false rape accusations that are used for blackmail and paid off.

Pretty simple: They did it not by asking people if they had been falsely reported for rape, but by arbitrarily assigning each case as "false" or "true".

From the link:

The determination that a report is false can then only be made when there is sufficient evidence to establish that the sexual assault did not happen (was not completed or attempted.) This does not mean that the investigation failed to prove that the sexual assault happened—in that case the investigation would simply be inconclusive or unsubstantiated.
