It is entirely voluntary, but males must still sign up for the draft "just in case" it is needed. That's my understanding, anyway.

all males must register for selective services, failure to do so will result in a punishment of jail time and/or fines.

In times of crisis the government may institute a draft, any man who receives a draft notice letter has two options go to a recruitment center or go to jail.

FYI: no such thing in the UK or Australia. In fact, I think the entire commonwealth, someone else may correct me.

A lot of Europe - Germany, France, Italy, Netherlands etc. have no such thing anymore either

Almost all male U.S. citizens, and male immigrants living in the U.S., who are 18 through 25, are required to register with Selective Service. It's important to know that even though he is registered, a man will not automatically be inducted into the military. In a crisis requiring a draft, men would be called in sequence determined by random lottery number and year of birth.

Registration for the draft is make only, the draft itself is not in effect currently, but can be initiated anytime by congress.
