This Wall Street Journal article linked here talks about Kentucky lead the way with a default of splitting the custody of kids equally between the parents as a result of a divorce. A few other states adopted this too. Now a bunch more are headed in this direction.

Maybe this could be the strategy to over turn other divorce related biases - one state leads and others follow.
