How would that work? Haven't heard. There are all these people studying relationships, loneliness, etc, etc. Maybe someone should get a grant to design a dating app that is functional for a wide range of users. Like, it would have several different interfaces depending on your preference for what information is in the forefront. Don't know what it would look like, but I've always thought there ought to be a better way than what the free market is coming up with. I think because the free market versions always sink to the lowest common denominators and then either everyone imitates each other,, gets bought out, or it's just too hard to launch something different.

Tax everyone so high they have to work so much they don't have time for a social life.

Spend that money on overbudget government funded apps designed to help them socialize.

The government is too inneficient and has yet to solve any issue without creation two others.

Just be a better experience than for profit dating apps?

No, since people will act like people. Will be the same result since the same societal incentives are still present.
