This is fucking insanity. Nobody wants this, not even the college girls this is supposedly aiming to protect. This actively takes away her plausible deniability of her sluttiness and forces the dude to act in an unattractive manner by asking her to say yes out loud. And flat out saying you can't fuck a not completely sober chick... nobody is going to be getting laid.
How likely is this to pass the next step to legality?

MRA's need to really go on the offensive here. They need to start funding studies that prove that the push pull consent games women play are the standard fir female sexual behavior, and demand that young college men have access to self respect training that teaches young men that in this hostile climate they have the right and obligation to kick out any female who toys with consent and rape situations, dissolve ties, and warn their friends that the girl is a "rape encourager." If we can teach these boys to refuse sex on to any girl trying to exert control by playing games and being ambiguous with consent, we can really encourage public opinion against the laws. Maybe they could even run a "I REFUSE to have sex with drunk girls" T-shirt campaign. It's not even safe to be a desirable alpha now if you get your dick wet, now that anything is rape when she feels rejected.

I don't understand why a college campus, which is ostensibly populated by adults, needs to have different laws than the rest of the world. Yes, consent is required for sex. That's not different outside of a college campus.

Text from the bill itself: "An affirmative consent standard in the determination of whether consent was given by both parties to sexual activity. “Affirmative consent” means affirmative, conscious, and voluntary agreement to engage in sexual activity. It is the responsibility of each person involved in the sexual activity to ensure that he or she has the affirmative consent of the other or others to engage in the sexual activity. Lack of protest or resistance does not mean consent, nor does silence mean consent. Affirmative consent must be ongoing throughout a sexual activity and can be revoked at any time. The existence of a dating relationship between the persons involved, or the fact of past sexual relations between them, should never by itself be assumed to be an indicator of consent."
So, according to the letter of the law, a guy could rape a girl, and unless she asks if he affirmatively consents to raping her (she would have to ask while he's raping her), then she is just as guilty as he is?
She didn't get his affirmative consent. She has the "responsibility" to "ensure that [she] has the affirmative consent of [the guy raping her]".
