Well RICO doesn't apply because the dependents are also members of the same organization and therefore benefit from being that part. Their benefit ensures their obligation which is to pay back what can reasonably be deduced as a cost from the State. That deduction is well articulated and laid out if you were to read the family law surrounding their (the states) legal liabilities.

Now, this would be different for those non-state private actors who cleared any presumptions of their status before having issue with what they consented and ended up benefiting from.

You must understand most people are property of the State by way of their allegiance and commercial conduct within the States jurisdiction. Those "people" are bound to supporting the communist regime that has the burden to support the general welfare of that society. Their burden is proxied directly to the trustees, who happen to anyone that adopts or is silent about it's application. Men just so happen to be productive and women not, but since now they have equal protection of the law, they get to benefit without this agency that men have. But that problem is layered within the socialist climate those people make themselves a part of. It's their fault really. They just don't know it because fraud has ensured they are deceived as to the terms and conditions of their 'benefits' they didn't know they received.

Man = People

Man with Social Security Card or as a Taxpayer = Government (non People)

Government usurpation of the People = Socialism

Evidence of "consent of the governed" exists in the government membership programs (licenses, ss cards, marriage certificates, etc)

Government employees (men who are bound to the state by way of their membership cards or Social security or as government ordained statuses), are required (obligated) to pay tribute (taxes) to the state for performance of the State (liability) to protect and procure resources for themselves and their dependents (children).

Child support is not a payment for the future cost of living and surviving, it is a cost for obligations triggered by way of accepting the above benefits.

Most people are communists, in that they support a communist form of government in order to benefit from that government and its' resources. They give up their private rights and private property to the public, by way of giving/placing themselves in the governments jurisdiction.

Men that pay child support are doing so because that is their obligation. It is such because they have received benefits from that organization. Those benefits aren't required to be realized now, but can also be eligible benefits that they may take at some point. Eligibility to the governments wealth redistribution is consenting to that government to have authority over you.

Man must untangle this mess he made by removing himself from all commercial enterprises that the state had him agree to. Until that time, he is not a human being, but a cog in the gears of a foreign invader looking to control the entire world or scorch it if not.
