Immediately apply for a new job elsewhere. Do not accept a counteroffer when you quit after finding a new job.

Don't quit without the new job as having a job helps you get a better one.

Your manager will get their ass reamed for losing you. At your exit interview say straight up you were lied to and can't in good conscience work for a company that undermines employee relations.

Next time get a raise offer in writing.

You have reliable income, put in your notice. Use whatever time you've gained to seek alternative employment.

Did you sign a new contract for the new job? If not, tell them you don't want it.

I would just go back to the person you negotiated with, instead of HR, and firmly say "The deal we negotiated isn't going through in good faith. Let's resolve it."

This person, much more than HR, should understand your value as a potential supervisor vs you quitting. You will immediately get a feel for if it was them or another party that gave you the cut. If it was them you can usually push back hard enough in the negotiation to push them back to their original deal based on honor etc. Even if they end up giving you a $4 raise instead of 6, you still have some of your raise back and some other unspoken leverage against them in the future.

Do not proceed without reasserting that you negotiated a deal and it has not been upheld. you would like to proceed but you cannot. Make it about them stopping you from being able to proceed. You would like to go forward, but you cannot, as they have not performed on the contract specified.

Contracts are these 3 things:

1) Offer

2) Acceptance

3) Performance

all depends on the contract that's signed. If you didn't keep a copy of the papers you're screwed. I would say right off the contract is null and void if not followed to the terms and the wage is part of those terms.

In this day and age of fraud a verbal contract is no contract no matter if the law says it could be - parties must agree it ever happened. They won't and that's why signatures on paper are required.
