Charisma isn't dependent on content. JFK wasn't only charismatic when talking about x and not when he was talking about y.

Smile, appear very relaxed, use pauses when you need to gather your thoughts instead of stuttering.

Charisma is how you say things through body movement and vocal tone. Your actual words mean little to nothing.

How to achieve this I do not know.

Read the Charisma Myth, which will give you an understanding of what charisma is (and isn't). I think the author has also done a TED talk if you're lazy.
