You have a gut and love handles, but no musculature.
If you were to cut, you'd end up with minimal muscles.
I vote to start bulking, allowing your body the calories it needs to build a base of the major musculature, then cut in 6-8 months to ditch the bodyfat that invariably comes along.
This goes against the idea of cut for summer (so you can look pretty) and bulk over winter(hide under winter clothes).
You have a few cycles of bulk/cut ahead of you, as you need both.
Good luck. Kill it in the gym.

If you're going to bulk, then do a clean bulk, don't use this as an excuse to become fatter, it's a pain in the ass to get thin later. Also running counter to what people usually say I'd do a bit of cardio on your off days, looking lean is probably going to do more for your self esteem and sense of wellbeing

I say cut 1-2 month, but lift aswell, you will get the noob gains, afterwards do a clean bulk. Bulking first will give you more fat, and muscles will be less visible. Also cutting after, will result in some muscle loss, which can be avoided if cutting first.

You're one month into lifting? Continue lifting and cut down to 175ish. Then go on a slow bulk up to around 195. It takes a looooooong time to get close to the body you want, man. We're talking at least a year of consistent lifting 3x a week.

The important question is how long have you been lifting. If you're a newbie, cut; you'll get results anyway. If you have been lifting for a while, bulk.

You're going to need to lift hard for a few good years. Bulk mostly, cut evry once in a while to stay somewhat lean but make sure to always be lifting during bulk or cut. At young age you'll still make gains
DO NOT STOP LIFTING CONSISTENTLY
1 month down make sure you get 2 more months in without missing a lift, no more than one or 2
Once you get 3 months in it's pretty ingrained

If you're going for aethstetics. You should only bulk unless you are under 15% body fat. And you should only bulk up to 15% then back down to 10 or 11%

Keep eating the same way but lift more. You almost have zero musculature. It'll take you a good 9 months to see progress. Ultimately you should bulk in the long run.

Cuuut first, you have a large gut. If you bulk, a lot of the extra calories will end up in fat instead of muscle and you will look like shit. Also, if you bulk when you are already kinda chubby, your body will create new fat cells, which will not be able to get rid later (they can shrink, but not eliminated).
Go down to 175lbs in the next two months, then clean bulk to 188 over a 5-6 months period, then cut again to 175, and repeat a couple of times.
It will take at least two years (3 bulk/cut cycles) to get to a very sporty looking body. Be patient with it.

Bulk until you can bench more than your bodyweight then cut. But first get a hair cut your neckline is wack.
