Does going to third world countries for easy lays only work if you are white?

Right now is not a good time to be traveling given COVID-19 and all that but let's say a couple years from now things clear up. People often say that if you are a cookie cutter looking white guy in a European or North American country, you'd be a fool to not go to a Brazil, Colombia, or any of those countries for easy lays with hot girls.

But say you happen to be a Mexican, Arab, or Indian guy born and raised in a Canada or a USA, does the first world citizenship and being from a country with running water really benefit you for easy sex or is it only applicable if you are white?
