Be direct, be firm, but also be fair. Don't be a passive aggressive little bitch and bring it up indirectly when it's convenient for you. Tell him outright you want a clean house, then reach an agreement that you can both hold each other accountable for. At the end of the day, you're helping him by making him stay clean, so it's good for him.

Oh man. That's why I hate living with close friends. You can only stand each other up to a certain point. Any attempt you make to correct such bad behavior, unless he really wants to change, will be viewed with resentment. The most fucked up things though is that he'll definitely have a different notion of what 'clean' and 'dirty' is. What his standards are will not be what yours are. Without constant policing he'll never pick up the slack unless he wants to - which is difficult considering people who've never had to pick up after themselves never learn to without some conscious effort to make a change, not to mention the fact that constantly being on someone else's back is just draining.

You can try and enforce some rules, but just don't expect them to be followed to the letter. I myself had to live with this guy (not even a close friend) who you could tell never had to pick up after himself. I can't remember him once offering to help clean the common areas. Even things like doing the dishes would lead to an argument. Every thing was viewed as some abstract form of punishment to him rather than just simply keeping the space around himself clean. Finally he left but I don't think I'm ever going to live with someone who can't see 'clean' the way I do again.
