What does 'hook up' mean in this context? Was there any physical contact or not?

Typically you need to show more value than you had while she befriended you. You need to show value that she knows or believes to know you don't have. You need to break the patterns to do that. Take her somewhere where you never have been together and show value that she never considered. To get from friend status to attraction is harder than from zero.

Also she is not yours. It's just your turn. If she finds the other guy attractive, has sex with him, or marries him is out of your hand. No reason to even spend one second thinking about them.

Try something again and if you succeed then talk about it if not then ghost her until she makes contact with you. The next time you meet if your not getting any then you are friendzoned.

Why do you mean by 'hook up' in this context. I don't think you mean casual sex, which is the known definition.

As for you question, who cares about the other guy, he's not her boyfriend, make a move.
