Don't give out anything you don't mind losing. Consider the money gone.
Why are you letting this guy get under your skin. He's doing it becauseit's causing a rise out of you. Holding frame and calling out shitty behaviour is the best course of action. Whether it's his lack of respect, his incompetence at responsibility, does he have his own place, etc. He's going to try and cut you down, don't let it affect you.
His friends, your housemates, are egging on yours and his interaction. They want to see you two squabble. They are shitty people. Move out when you can.
