Do not, I repeat, do NOT wait around for this girl to be single again. If she doesn't want to cheat on her boyfriend, whatever. Go meet a bunch of other girls right now. You're suffering from what we called "one-itis" where you think the girl is special and get hung up on her. Fuck her. She doesn't give a shit if you are pining over her, in fact it helps her ego knowing you are!

Here's what you do. Go meet a bunch of other girls and work on your skills. Fuck a few girls, make a few friends, have some fun. You'll forget about her and around that time she'll finally figure out what she missed out on and may even hit you up. Don't wait for it. Go out and act anyway.

Be done with her, and cut off contact - No Friend = No Friendzone. In the mean time, i would focus on other women, her value or higher. The only chance I can see you landing a chick like that (dating a 20 year old at age 15), is if you have a ridiculously high SMV, which you can get with lifting, self improvement and dating other women, and by that time, she wont matter anymore...

You have two options.

The easiest is to move on, and forget about her. This is what you should probably do because you really don't sound ready to do better than that.

The other is to be perfectly clear about you want, and not give her anything that she got from your "friendship" anymore that is not reciprocated by intimacy (making out, sex ...). You have to push (metaphorically) up to the point where she says no, or hopefully yes. For example, once you've made it clear (and not just vaguely hinted) that you want her, if she asks you to hang out, tell her "sure, I'd love to go on a date with you." If she says it's not a date, tell her you're not interested.

She will then whine that she sees you as a friend, and you have to be absolutely firm that you see her as a potential mate. If she values your companionship and your firmness is alpha enough, she might change the way she sees you.

HOWEVER if you had the skills to pull this out you wouldn't be in this situation to begin with. But those are your two options. If you don't have the balls to do option 2, then don't be a moron and cut your losses.

Ok there's actually a third option. If you've half-assed option 2, and you can't get her to budge on the friend thing or find yourself unable to find your cojones, ask her to help you find a girlfriend. There are 3 desirable outcomes.

The most likely is that she won't do a thing for you, because she's just using you as the sorry worthless beta you are. You will understand that she does not consider you a friend at all, because a real friend would help you do that. She might even let you know how little respect she has for you by laughing in your face because she wouldn't even set you up with her 200kg cousin because she thinks you're too much of a loser for her.
If she actually means it when she calls you a friend, and she probably doesn't, she will be overjoyed to help you get laid. So you get laid, and you can focus your attention on your new girlfriend instead on wasting it on her.
Most unlikely, but I guess always possible, she gets jealous while imagining hooking up with someone and finds herself attracted to you.

TL;DR forget about it, or do something drastic

You see man, if a women start to talk to you about her problems, you basically are a women with a penis. She doesnt value you as a man, she doesnt see you as a potential mate but as an emotional tampon (it hurts I know) but this is a very valuable thing to learn. Only have female friends that contributes value to your life, if a female friend wants to talk to you about male problems, you stop her dead in her tracks, you do not want to get into that situation because you will NEVER get out of it. You should start to meet more women, work out, read the redpill, hang with your bros, good luck!
