Meetup.com is a good place to start. Also you may want to investigate the local colleges and enroll in one class a semester. Just something you like to do for fun.

Try Toastmasters. They're a nonprofit that trains people in public speaking and leadership/communication skills. Look up if they have a local chapter.

Find something you like to do (that involves other people) and do it.

Like music? Take night classes. Outdoorsy? take up rock climbing or join a bird-watching group. Physical? Take up karate, kendo or european sword-fighting. Learn to dance. Anything that is done in groups and gives you a common focus with people who have a shared interest.

Practice, practice, practice. Strike up conversations with everyone everywhere. If you're shy, start with simple hello's to strangers. Do 5 of those per day for a week. The next week, 5 hello's and add a sentence. Increase each week. Within a month, a casual conversation with a stranger will be effortless. Keep building on that. In the meantime, you're bound to meet a few decent human beings that you actually connect with.

->By helping them succeed in their endeavor.

How do you meet new people ?

-> by going in environment that create a us vs them situation.

What are those environment ?

-> Place where you learn something ( school, martial arts class, etc...)

-> Place where you and them are in certain position in regards to an authority (Concert, conference, etc...)

Don't be afraid to be a lone wolf. You shouldn't depend on others for your happiness. You have some really great suggestions here, fill your time doing things you love and you'll instinctively socialize with people you share interests with.

I don't know why people don't like clubbing alone. If I go out with some male friends for the night I always end up going off alone and gaming girls. Sometimes a wingman is helpful but usually just end up alone with a chick which is what will happen if I go out alone anyways.

If I was in a new city and didn't have friends I would definitely go out alone.
