Does hypergamy claim that women won't sleep with you unless you're higher value than all previous partners, or is it more that she'll seek relationships with the highest value male available?

There's a lot to be said here.
A confident woman will seek commitment from her best male ever, maybe she'll toy around with others but she'll be really reluctant and won't commit. These are the "good" women.
Your average woman will take commitment from men she perceives as lesser so they're not alone, and will keep a keen eye for an opportunity to swing, cheat or just attention-whore better men. Those are your dual maters, AF/BB, shitty women.
Your good women will start to sever their bonds with you as soon as a better option presents itself, but they won't be so eager looking for it.

Could you still plate a woman if she has a higher SMV option available?

It depends, but I'll pick the "no" for the short answer.
She'll pick the 9 guy over the 7 guy whenever she's given the choice. She'll probably string the 7 along as an orbiter, but she'll always go for the 9, provided that she has a choice.

In the real world, she can't always chose. Maybe the 9 guy only gives her one day a week, or maybe he's her boyfriend and she takes him for granted, hence lowering considerably her perception of him.
When she wants someone, she'll look for the best option available in a time frame that she feels is feasible. If her 9 is a week (or a day) away but the 7 is in front of her, she'll go with the 7.

Previous partners don't matter too much. She will eventually start seeing the downsides to any men she's been with after she's single long enough.

If she has a higher SMV option, she might consider going for it. Depends on the gap. Women don't want to appear slutty, so if everybody knows she's involved with you, she won't jump to another man unless he's worth the upgrade.
