Opinions vary on this, but generally, yes.
A man who's powerful, confident, comfortable in his own skin, and well-developed as a person can just go and do what he wants. He doesn't need to explain himself, justify anything, rationalize anything, or argue with anybody. He wants what he wants, he likes what he likes, he does what he does, and everything he wants, likes, and does is right simply because he wants it, and nobody else's thoughts on whether or not it's right or wrong to want or like something matter to him.
A powerful man also comes from a place of abundance. He's attractive, has his pick of women, so he doesn't need to tiptoe around, afraid of losing any particular girl. Because there are a dozen more lining up for a chance to be with him.
So a real "alpha" man doesn't need to lie to women and tiptoe around deceiving them. He just does what he wants, is open about it, and if other people think it's wrong, he doesn't care. And if it costs him a girl, there are other girls.

Great reply.
One thing I'd like to add to this...
Archwinger said,
Opinions vary on this
And there is a big reason why; this question is, in all reality, unanswerable.
/u/bobjoe177 There is a small note on the sidebar that notes; "don't ask if it's beta or alpha, ask if it's in line with your goals." This small note is actually a very powerful message.
Certain acts can be beta, yes. Just like certain people can be a decent other than their primary heritage. You may be 10% Native American, but predominantly German/Russian/Italian/etc.
For example, I am Caucasian, but there are a couple different things that come together that make me Caucasian. At the end of the day, I am white, and that's that. My skin color defines me as such.
When a person looks at individuals acts and questions their validity, they're not understanding the theory or intellect behind the alpha mindset in an indepth manor.
Acts can be beta, but what makes someone alpha is the summation of all of their actions and interactions, and most importantly, their mindset. Alpha is the mindset and has little to do with money or whether the person lies or not. It's just what /u/archwinger said, "a man comfortable in his own skin who puts his desires and wants first." And those desires and wants are calculated and not driven by fantasy.
So, there are plenty of alphas who lie... And there are plenty who always tell the truth. What's more important is following your moral code and becoming comfortable with your decisions. You do not need to emulate a strict guideline made up by others. You only need to create your own. However, you should use your position and moral code to develop your idea of what is right and wrong, and run with it and do not allow others to interfere with your decisions.
This is creating the alpha mindset. Getting this driven into your subconscious. Fear of acceptance is relieved. Especially, in the case of abundance, as said person would be trying to break your frame and giving into them on the basis of losing them is just as good as losing them and yourself.
So asking if this is beta or alpha of your friend isn't really relevant. What's more relevant is how he carries himself as a person and whether or not his actions and mindset are to your liking enough to keep him in your social circle or whether you should emulate his type of behavoir. Hopefully I was able to add some light from a different angle, even though I didn't touch upon a direct answer to your question.
EDIT: added 2 sentences a few minutes later to better clarify my point.

I'm not convinced; this looks to me like rationalization under the guise of amorality. The implication is that it's OK to lie as long as it benefits the liar.

You're speaking on morals here.
Only one person cares about your morals, you. That's why it's your moral code, and not mine.
There is no universal moral code. Each person may truly disagree or agree on certain aspects of morality, but there is not a universal moral code.
TRP in itself is amoral for this very reason. What I may see fitting, you may not. Albeit our view differ, we can come to a consensus on what the paradigm or template is for making the alpha as morality does NOT play a part in creating or observing the alpha.
Whether one lies or not does not make them alpha or beta. It may be viewed as an alpha or beta action by you due to your moral code and prior actions, but believing that someone must uphold some stature or code that is universal, is just as asinine as the blue pill world. It's just what they want, all of us in universal order.
The alpha mindset of someone who lied:
I tell a lie. I own that lie and I am well aware of what I did; I desired to. I am attacked on all sides by those that I lied to, and those who are aware of my lie. I quickly justify why I did what I did to myself, subconsciously. Consciously, I do not care whatsoever of the opinions of those attacking me as well as any repercussions of my actions; I own my lie. In my mind, I do not regret the lie, and whichever people stay or go as a result of my action, ultimately do not affect me.
A beta is apologetic, and will enter the frame of others after caught in a lie. He will digress, beg for those he lied to not to leave, and repent his actions.
When an alpha makes a decisions and owns it, whether it's a lie or not, he is the real. /u/thor_away92 is right, dog eat dog. And the alpha lives for himself and his decisions, not to uphold the morality or approval of others. This in itself is attractive. There are prisoners/criminals who are sociopaths that get more pussy than those who follow the paradigm that society has provided. It doesn't mean to be one, it means to do what you want to, what you're willing to, and don't apologize or regret it. Be an alpha and own your shit, and hold your frame in defense of those who will attack you as there is an abundance of all things.

Dark Triad is often talked about. It's not my way so I don't know much about it, but I know machiavellian is fairly deceitful.

I think it depends on the type of deceit. A blatant lie like im a model I bench 900 is just sad and beta. I lie via omission which I guess isnt really lieing at all. Im just incredibly vague and dont answer questions with 100% truth. What do you do for a living? Quite a bit. They eat it up. Usually due to the tinted windows of my car they assume im a drug dealer which doesnt work out well when you dont call them back and they threaten you. I agree with archwinger on his post but wanted to post another pov

Deceit in what way? Lying and deceit when trying to pick up girls? I would say yes. I saw a guy tell girl he lived in Knightsbridge, and made out he was some rich guy, in reality he lived with his parents in a middle class suburb just outside London. I've seem this guy after he split up with his ltr and he was depressed and kept repeating love songs! He split up with ltr because she got close to his friends and he ended up getting paranoid, also he is brownosing sycophants to some guy who is a social climber and has managed to get a decent list of very high end connections from east to west on his phone.
Lying to shut a bitch up ? Its the easy route when you got a headache or something and can't be fucked to sweet talk yourself out of "trouble"
