Here's the crux of the problem:

"A guy at the Spanish meetup group gave me his number, but I have no reason to contact him."

FIND a reason to contact. Tell him you're going to a cool bar to meet women.

You're at the salsa classes and involved in a Spanish group. This is the perfect opportunity to make small talk with guys. Don't like small talk? Learn to like it. Ask questions about people. Talk about non-political current events. Do anything to increase your conversational output. When you sense that guys are comfortable with you, get phone numbers with the stated purpose that you'd like to meet up for a social event or something.

Before you can make friends you must first have something to do.

You can't just ask a guy to be friends, you have to ask him to come to some social function, like out for drinks at the bar, to poker night, to the ___ game, frisbee golfing, partying, whatever.

You can't be a boring shut in and make friends. This is why starting from 0 is so god damn difficult. You gotta start with who you know. Coworkers, group members, whatever. Once you have a solid foundation of people to do things with you won't have to ask guys out on man dates, you can ask them to come to social functions with you.
