It's what works for you and in the situation. I personally do both but the key word here is escalate. As in you don't walk up to a bitch and try to finger her in public or open with "I want you inside me.". Start slow and work your way up.

Verbal:. Tease. Flirt. Make your conversations sexual.

Non-verbal. Basic kino. Start with the shoulders.

Touching best.

You want to express interest non verbally. You never want to relinquish control. So it's kinda "I'm interested until I'm not, let's see where this goes, I might lose interest at any second".

Kino is your best bet for increasing attraction, translating intention, and escalating.

The level of BOLDNESS that you apply these should depend on your situation and setting. If there's a cute girl at Starbucks next door to your work that you see every other day you want to keep the boldness to a minimum (covert) (this is arguably a "don't shit where you eat situation").

If you're on vacation for a few days in Europe at a nightclub then your boldness should be at maximum (overt). You're never going to see these people ever again and you're in a highly sexual environment so being direct should be your plan of action.
