There's multiple ways of making him stop if you're willing to do them:

Threaten to call the cops on him.

Actually call the cops on him.

Take his keys from him.

Disconnect from him so you don't have to deal with it.

At the end of the day you can't control what another person does but you can control who you associate with.

Personally, I wouldn't associate with anybody who actively drinks and drives for a multitude of reasons.

Some guys say dumb shit to appear cool. I find it hard to believe that he had 19 double vodka shots and managed to drive home in one piece.

Short of calling the cops on him when you know he's going to drink and drive there's literally nothing you can do. Distance yourself, and whatever you do don't get in the car with the shithead unless you're behind the wheel.
