The beta equivalent of a woman would be a girl that keeps hopping from dick to dick trying to get commitment from a man but just gets used for sex. She gives away her sex and gets no commitment. She is low value. Just like the beta orbiter that gives away his commitment (time/attention/affection) to his oneitis and doesnt get sex from her. He is low value.

You'll have a hard time finding a woman who's ugly enough to be unable to access sex. You can assume that every uncommitted guy will fuck a chick three tiers under him if she's easy enough (Easy also accounts for not embarrassing him), attractive guys might make it to 4 or even 5 tiers.
Women that can't access sex are usually like that because they're unable to handle their anxieties surrounding it, but even them end up finding a guy with enough patience/desperation. Some women are unable to find sex with men they believe they deserve (extreme cases of delusional bitch), but mostly you get delusional women unable to get commitment from men they believe they deserve.
