This happened to me last week, just play it cool and continue with the conversation as you were. It doesn't necessarily mean she doesn't want to kiss you, it could be that she's not ready yet or the environment.

In my situation she was a shy girl and didn't want to kiss in public, as soon as we got back to my place she relaxed.
