Make eye contact. Practice when you are walking down the street hold eye contact with people until they look away. You have to make eye contact while talking or people won't listen but it's normal to look away every 5-10 seconds.

Eye contact should never be constant unless you're in the midst of some intense conversation. Like, a conversation about the disgusting, amoral, societally unacceptable things you want to do to each other.

Look around the room when talking, and return to her eyes periodically. You should do this with everyone not just girls.

I mean, basically, you look at someone when you want to see a reaction. Punch line for a joke, the end of a story, a question or statement that's not quite rhetorical (like you say something which you expect them to agree or disagree with and then continue with what you were saying)

If your stories do not include moments which draw in someone and invite them to participate by offering some kind of acknowledgement of what you said you need to learn to tell stories better.

No, it is not ok (if you want to maximize your odds), practice until you don't have to stare off into space. Note you do not have to stare in women's eyes all the time and looking around is fine, but make sure you are regularly coming back into eye contact with her while you talk.
