How about actually APPROACHING her. Go up. Ask if you can join her. Talk to her about SOMETHING interesting. Get her engaged. Establish rapport. Then ask her to hang out.

Yes. It’s a lot more work. But. It has a much higher success rate.

No not at all. Approach with a smile and open body language, comment on the enviroment, the situation, something relevant etc. or just say "Hey, I keep seeing you around and I think you look (insert compliment, I usually go with 'Interesting' because it makes her ask "What does that mean?", but I wouldn't use 'Cool'). Then, she'll say thanks, you follow up and ask her something relevant and go from there. Keep the interaction going for about 5 minutes, plant ideas of different "hang-out" ideas, get her number and usually, if the conversation is still hot, I'll stay for a couple minutes because it makes her a lot less flaky. No girl is going to hang out with a guy after one sentence unless he's severely attractive or rich and famous.

Also, you're making a big mistake calling her your 'crush' even though you've never spoken to her. You're just setting yourself up for neediness.

It's good enough and it's good that you're direct. What you're suggesting is basically opening and closing. The good thing about that is you're giving yourself a chance of success. If you could, I would add some conversation in the middle. So instead of "you seem cool, wanna hang out" - go "you seem cool because X and Y, you seem like this and that, I'm curious about you, you make me think this and that, are you this quality I like, if you're X type of girl we could hang out" and then you ask her to hang out. And then after you have her phone number, stay and talk to her a little bit longer ("before I leave..."). Your approach was already good, but this would increase your percentages.
