You don't "really like her", you don't know her. The first step is to not invest emotionally like this in someone who barely knows you exist. Then whatever you do end saying to her, you are coming from an outcome independent frame and not a needy one.

The right frame of mind when it comes to having confidence in getting girls is that you know you can attract A girl, not THAT girl. Big difference.
A lot of guys I see think learning game is about being able to turn it on and attract a specific girl they have in mind, which isn’t the case

Honestly I think you’ll have much better chances of something actually coming from this if you do it in person. If she doesn’t know you (you’ve never talked) and you just send her a happy b day reply to her story she’s gonna say thank you!! just gonna leave it at that most likely.
It’s hard and kinda awkward and janky to build rapport with someone who you kinda know but don’t really through text/social media. So imo since you’ve never talked before I’d approach her next time you see her and just say “hey “girlname” saw it was your birthday on your story, happy b day!” And then follow up with a question about what she did to celebrate or better yet make a lighthearted/funny/teasing kinda comment about how she’s turning into an old lady now or something, or if she just turned 20 be like “you’re 20 now right? Ugh a whole other year until you can hit the bars, I’m glad I’m not you”. But say these things playfully and smile when you do so it’s obvious you’re just messing with her. See how she reacts, maybe it gets the ball rolling into a conversation and you can build that rapport or maybe she won’t and just doesn’t think you’re attractive, which oh well it’s just one girl amongst 4 billion, don’t take it personally, there’s no reason you should, and try again with another one. Idk, i mean I wouldn’t really think it’d be awkward if I passed by someone I was barely acquainted in the hall or whatever and said “oh hey (girlname)!” And they say “hey!” back and then just say “you had your b day over holiday yeah? Happy belated b day!” Then go in with what I said before
Really nothing awkward about it imo, it would only be awkward if you make it awkward haha

Idea: if you see her on the campus, ask how her birthday was? Did she have fun etc.

Look, I ain’t an expert. But a nice casual text ‘hey, how was your birthday? A good time?’ Etc might be good.

Ask if she does anything fun for her bday and WAIT for her to respond. (no double texting)
After she does (wait a couple of hours) just ask if you can buy her a drink.
