Ask her to meet up with you. If you're having problems with figuring out how to word it, here's a suggestion.

"By the way, would you like to go do (name of activity in your city) or (another potential activity in your city) sometime this week? What day works best for you?"

It's simple, to the point, authentic without being too gamey, and it lets her choose from one of the two activities that she might enjoy more.

Now here's the important stuff that you should pay attention to. Pay attention to how she responds when you ask her out.

If she says yes, then she is probably somewhat interested in you.
If she claims to be too busy to meet up without suggesting an alternative: She's 95% of the time not interested in you. Text her back saying "Alright no problem, just text me back if you're available and want to do something together in the future" and then never text her again. If she likes you (which she probably doesn't at this point) then she'll get back to you. The ball is in her court.
If she leaves you on read when you ask her out. 100% chance that she doesn't like you. Don't text her back and move onto someone else.
If she blocks you when you ask her out. Women don't usually do this unless you did something that warrants a blocking behavior. Chances are somewhere along the way, you seriously messed up in terms of social behavior.
If she says "maybe i'll let you know". 90% chance she doesn't like you back. Text her back saying "Alright no worries, just text me if you're available and want to do something together" and then don't reach out to her again. Let her reach out to you first and if she never does, then you know she's not interested.
If she tries to turn it into a group outing instead. She's most likely trying to friendzone you. I would stop pursuing her as a romantic interest but keep her around as a friendly acquaintance. That way, there is also the possibility of meeting some of her friends who you might have more in common with.

If it feels like you're pulling teeth just to get a girl to go out with you, then she's probably not into you all that much.

With a girl who likes you, talking to her and getting her to meet up will feel (relatively) easy and effortless. She won't ignore your texts, or claim to be "too busy" to meet up all the time. A girl who really likes you will want to spend time with you. As soon as you realize this, you'll no longer be wasting your time with girls who are little to no interest.

Now, if you run into the problem where no woman is ever interested in you, then either you're not pursuing enough women or something about your appearance, behavior, and/or standards is turning women away. Without knowing you, we can't really determine what this would be.

Sometimes it's not entirely your fault, sometimes it's your demographics. If I walked into a busy nightclub, maybe only 3% of women are attracted to me but if I walked into a nightclub in Thailand, maybe 20% of the girls would be attracted to me. Demographics are certainly a factor.

Lots of younger women will send guys snaps they have no romantic interest in because they like the attention and validation. That's what it sounds like what's going here, especially since she ignored your request to hang out. A girl who was genuinely interested in you would be eager to set up a meeting if you suggested it.
