Why don't you try something along the lines of complimenting something they have (usually something like what they're wearing) and start a conversation like that.

Then at the end of the conversion, you go for the number.

Theres nothing wrong with giving a compliment, don't start by saying "I hope I am not being too forward". Fuck that, if you feel like being forward do it unapologetically. Most girls will give out their number to almost any guy who says something like this but that doesn't mean you will get a response after texting them. If you want a response you have to have a real conversation and let the girl get to know you. If you feel weird asking something, she probably feels weird answering and will then think you are weird. Do what feels natural. If the convo is going well, asking for her number or if she wants to meet for a coffee or drink is cool.

I would ask a few basic questions before you send it:

How well do you know her?
How closed is the community you are in with her?

Forwardness with a girl you barely know can be very off-putting and creepy, unless she is harboring secret feelings for you. Keep in mind, you may be her buddy, that guy who stares in Chem 101, or whatever. Coming out with how beautiful she is without some attraction or connection to her could be a major turn off.

Also, I suggest building things more organically if she and you are a part of a closed community (like a job or school). That is extremely forward for someone you work or attend class with if she doesn't reciprocate. I was a high school teacher for ten years, and you'd be shocked how many girls made fun of guys who texted stuff like that, because it looked desperate and/or creepy.

Not judging, but I sense boyfriend vibes straight away. In my opinion, that's not a good place to come from. Try this: just go up, hug, and do not speak. They will laugh and then ask for number. This sounds stupid af, but it works surprisingly well.

No don't do that. You can't just ask for her number/date right away. You need to build up a vibe and create an emotional connection for her before you can discuss getting a number and/or going on a date. Girls aren't visual like guys are - they need to get to know you first.
