What's better, daygame at 12 pm or 7 pm ?

Let's see :

At 12 pm, girls are going to work,school or running some errands.

They maybe on a hurry, running after trains or trams..etc

It's less socially acceptable to approach at this time.

You can't tell their relationship status.

But at 7 pm , if a girl is out at night without a guy, there is a higher chance she is single.

She is not running after public transport

She is out to have fun, she is not in a hurry

She is well dressed, and maybe subconsciously crave or expect being approached.

Contact information closures tend to convert better (based solely on personal experience)

You look less of a creep. You are a guy that's out at night hanging out with his friends, rather than the 12 pm tram stop creep.

I am not saying that 12pm daygame doesn't work, but later at night is more efficient. Less approaches more conversions , and possibly more fun because of better girls reactions..
