Don't give compliments about just T-shirts, looks and clothes, that's typical, cliché and 0 emotions spiking. Instead tell them" I like how that T-shirt suits you ", "I just noticed that you put much effort on your style and I like that". The key, as you can see, is giving a compliment that is not so cliché and that is have some genuinity or specialty to it, so it spikes her emotions as she has never heard it before said like that. Just have 2 or 3 phrases just in case you want to approach and you don't come up in the moment with the geniune compliments I gave you, otherwise try to always tell her genuine and special compliments that you actually mean, because they can notice if it's typical or you don't mean it.

If there's nothing to leverage from her dress, leverage something else. How is she moving/what is she doing? Let's say she's barely walking, staring at her phone intently. "Look like you are kind of lost inside that phone there, I'm here to help you escape for a moment". Or she's loaded with stuff (bag, backpack, purse, etc), "that's a lot of stuff, maybe you are moving or something". Always take a look at her shoes, they are often something you can stack with in a teasing way. You can also stack with commentary on your own approach. "I saw you from over there and you looked friendly and like you wouldn't bite, but then a little said well, maybe if I asked nicely...". Boom!! Telling her she looks like some kind of animal is another approach; the other day I told a hottie point blank after telling her how nice she looked, "you look kind of like a flamingo!", and it worked brilliantly. Obviously, try to make it appropriate based on some element of her look (the flamingo had some hair sticking straight up in a little flower pot with some pink in it!). A quick and "diverting" stack immediately softens the blow of the direct compliment open, and doesn't give her time to process or possibly start objecting. We are keeping her mind spinning a bit. Having a small boatload of these at your disposal that can work on any woman is more than a bit handy. Develop your own that you are comfortable with.
