I believe there is no diferrence! Go somewhere where people will be doing things you like, maybe sports, martial arts, some kind of hobby. There you can easily meet people who have the same interests as you.
Also, just open more sets! Remember: even warren buffet gets 99 no's before 1 yes, so meet more people, make more friends, create more sincre fun for people!

Same advice stands and holds for Western EU. Language barrier might be an issue in France, certain parts of Belgium and Germany, although English will do fine in most Dutch cities, but that has nothing to do with the advise given in and of itself.

What makes you think that these countries are different? We might do have the "dating rules" the people in the states have but besides that isn't it everyhwere the same?
people meet via friends, work, hobbies and some approach a club or a bar. Some do online dating as well.
I can neither confirm nor deny if the English speaking countries are more open than the other countries. The last time I have been to the UK was in 1995 when I was 10 years old. Was not yet into girls back then.
I also have not been to America yet .I am going there the first time in the end of August.
So it might be possible that people there are more open to small talk compared to some Europeans.
People in Austria for example are not very open to small talk with strangers I have to admit.
But in general game should be similar everyhwere in the western world minus some cultural differences of course.
