I am always very concerned about making other people uncomfortable.
If you are a chill person and you smile and pay them compliments you shouldn't be concerned.

Thanks, yeah I think the large reason I didn’t is because I chickened out, and was rationalizing any reason not to. I will try to work on the confidence next time

You didn't "chickened out" you simply didn't know what to do and you were sensible enough to stop yourself in the fear of hurting someone - it just means you're a decent human being (something you should strive for).
Test>Escalate>Test>Escalate more - is the mating dance - simply escalate and if you receive positive reactions escalate more, if not, back off but don't give up - sensibly try again later.
Don't beat yourself too much, you learn & you'll never make this mistake again. :)

Sounds like you’re afraid of rejection. I learned this the hard way with a girl in high school… I was a great friend to her and secretly had a huge crush on her, but I was too scared I’d be rejected. Fast forward a couple of years, we still kept in touch, she admitted that she always liked me but she didn’t want to ruin our friendship if I rejected her. By that time she was with someone else and I lived 2000 miles away. [worth noting, 15 years later she was divorced and so was I and we had sex a few times, but by that point the “magic” was gone]
