I don't see anything bad. Girls who smile are attractive. It may also be the angle. Maybe people are pointing out the dark circles. I reckon, you'd look more better with some makeup on.

He’s saying from the face/neck alone you cannot tell whether someone has a body structure that would be complementary to yours.
If people are fit, they want fit people. If people are softer around the middle, then they don’t mind others that are similar. If people are really overweight, then they’re a better fit for other big people.
If your pictures don’t show your size chest, torso, or waist, then most people with err on the side of caution and assume you are on the bigger side.
