Ask her out and acknowledge you are moving in a few months, so if you like each other just enjoy it now.
Also understand when you both leave for college it'll probably be over, but don't think about that and just do whatever you want right now. Don't be scared if this or that, instead think about what can go right.

Ask her out in person, have a summer fling, get heartbroken when summer ends, think about the possibility of a long distance relationship, have post-nut clarity and realize its better off that it just ends and chalk it up to right person wrong time, go to college and meet a ton of cool ass girls.
The alternate version could also be: ask her out in person, she doesn't think its a good idea because of the college issue, well at least you tried.
