First off you're simply over thinking it. I know it's easier said than done, but approach a girl you're attracted too as if it were a normal person, because at the end of the day that's all they are is another regular human being, but your mind is playing all these tricks on you to make it feel as though you're unworthy by comparison. The most attractive people on Earth still stub their toe every now and then

Here’s the thing. I don’t approach normal people either. In a way, I’m asking for how to have ideas for approaching ANYONE that I don’t know. I understand attractive women make this all the more complicated, but it’s more that I’m an introvert who assumes people always want to be left alone if I don’t have a “reason” to talk to them. Like how do I convince myself to approach them, and how do I approach them in a way that gets taken well? If I’m on the subway or walking past someone on the street or just see them in a lobby/elevator, how do I have anything to talk about?

I understand more than you would think, because I've always been an extremely reclusive/introverted person. My best advice would be to simply practice, because that's the only way you'll ever get comfortable doing so. Start with something simple like making small talk with the cashier at your local store. Once I started chatting with the cashier's in my area who see me regularly it's gotten to a point where they start conversation with me most of the time, and having an interaction like this early on the day like when I'm buying coffee makes it so much easier to make small talk with anyone the rest of the day. Also try talking with people waiting in line behind you, because they're always going to be friendly regardless of the situation unless they're a really rude person which occasionally happens. You can also try holding the door for people and asking them about their day as they enter, and if that's too much simply warm up by asking stranger's for the time. Nobody is ever bothered with simply being asked if they know what time it is, and it works in their favor, because they feel like they helped somebody. I hope this helps

So basically this is how you could make a conversation fun and flirty with a stranger, rather than making a boring job interview style conversation.

never approach someone in the subway, or an elevator. making them into a captive audience is rude and stressful. stressful approaches are usually doomed to failure.
Get some ammo. Sell yourself. Find things to talk about. And do NOT compliment them on their natural beauty. Compliment them on their intentional style and effort.
The fewer 'natural topics' i might have the more direct i would be with someone. 'I really dig your vibe, can I take you out for coffee sometime?'
