Just escalate slowly but steadily. Start by standing close to her and see if she backs up or leans in. Talk into her ear if it's loud. If she's chill then reach out and have her hold your hand, and lead her somewhere else you can talk more. Talk about anything, music, the people you met, anything that isn't serious or boring.

Then if she's giggling and happy, take her to a more secluded part of the party so she isn't embarrassed, look at her lips and eyes, be quiet, and lean in. She'll know what's up. If she rejects you play it off

If it were me:

When you arrive, do not scan the environment for her at the party. This is difficult more many so you may need to make a conscious effort
Building on #2, do not approach her/her friends immediately
Get a drink, find a group you get along with and hang out w them for awhile
After you do approach and chat, leave her for awhile. Mingle with other people. The reasons are at least threefold. First, her friends will ask her about you. Second, leaving after awhile shows you are not needy or overbearing. It shows confidence. Third, less likely there will be a awkward pause in the conversation or carry on too long. It gives you a chance to collect your thoughts.
