Assuming everything you said is true, I don't think sleazy applies because:

She has apparently moved closer to you while working out (proximity). In my experience, this alone occurring several times is a absolute green light, regardless of whether she says anything. In my experience the woman will rarely something but create closer (even slightly) proximity.
She has looked at you. Another excellent sign. The gym is unique in that you sometimes you are far enough away where she feels comfortable watching you from a distance.
You both see each other at the same location in different contexts. Seeing each multiple times at the same spot, in my humble opinion, builds some trust and familiarity.

Now, asking her out. Two options come to mind.

Ask her out to do a group physical activity. Some women hate this but the ones who do enjoy it get very excited. You know she is active so this potentially plays into that familiarity. It is non-threatening in a way because she is at the gym, you are at the gym, so its reasonable. There are practical and logistical considerations that only you can weigh about whether this is a viable option. Sand volleyball? Top Golf? Cookout with some sand volleyball?

More importantly, see what her reaction is when you ask her. Is she smiling? Does she seem excited? Does she say she's busy but text her? It can just be a way in. I have also liked this activity approach with gym gals because even if she doesn't show or doesn't come, the female then approaches me and apologizes, and asks when that group will go out again.

Ask her out on a date at the gym. If this was me a few principles would apply:

Wait until she is working out at the gym, not working
Do it once you have had a few small conversations
Ideally when you are both leaving the gym but this is not a deal breaker
Do it when she comes closer to you
Once you get familiar with her, leave the gym before her and make point of going to her and saying goodbye
Your previous conversations are valuable. Figure out what she likes, seems excited about, interested in. Consider this and have a plan in place (did she mention having a drink after workouts; a favorite coffee shop; favorite part of town)
Perhaps the most valuable asset is your similar location. Even if you know WHAT the date is going to be. Don't force this. You might be at the same gym several times together and not pull the trigger.
