i do this all the time, i've never asked a girl for her number, you have to give her such an exciting engaging conversation that she wants more.

You shouldn't have to "try hard and insist", but keep in mind that if you expect every woman to take the initiative, you're going to waste a lot of good opportunities.
I'd say 60-70% leadership is a good place to be.

Lower your looks standard down and go after some girls on your attractive scale. It may help. Sometimes we hit on the prettiest girls we see when we should aim lower
