A combination of things: shyness, often a sign of interest, bad timing, something caught her eye in another direction. Good chance it's most likely a mix of shyness and interest. If she looks away and tucks hair behind an ear dead give away of interest.

Like someone else has said, it can be a combination of things. Disinterest/shyness/intimidation/etc. Look for other IOIs if the eye contact isn't there. Eye contact is indeed one of the most important ones though.

Two basic categories of eye contact avoidance. She is not interested at all, she will avoid any contact with you and can even be hostile to you.
Or she is interested but shy. This is where you will see "the look at you and look away, then she'll look back" behavior.
What you are describing is she wants to end the conversation and she is giving you the hint to move on. Something you are doing or saying is triggering that response.
