Focus on making friends with women of all ages regardless of attraction.

Start small. Asking for directions, time, quick compliments..etc, And then build your way up over the course of MONTHS. Better to formulate a written plan.

Mostly agree, but in this specific case (vacation) it might be worth going balls to the wall. Of course, at 17 there may well be parents/supervisors involved, but if you're in town for a night or two and you don't know anybody (and don't really plan on coming back for a while), then there isn't really much of a social drawback to making a fool of yourself, short of getting arrested or posting stupid pictures on social media.
In my experience, making an absolute fool of yourself can be a great learning experience.

I would definitely recommend making friends with girls. And some practical steps, try to join like a group. I would recommend yoga class or dance class. Improv is pretty fun. It might be hard with covid. What city are you going to?

I'm going to Graz, Austria. However, joining groups isn't possible

Yeah man. Covid is making dating hard atm. I recommend tinder. Put just visiting in your bio, and your original place. Sometimes girls are just feeling a fling with no baggage attached. But whenever this things blows over. Start joining clubs in school. Helped me meet a lot of people. Join a frat too if possible in your area. Dating life will sky rocket

I feel really awkward stopping a random girl and talking to her. I asked one girl for directions a few days ago, but now I'm just sitting around being afraid of doing something more challenging.
