Approach indirectly, because in college there's a high chance you might see that person again. Maybe cold approach at parties or something where the usual norms are relaxed. Find excuses to talk to people, and go to lots of events. There's so many events, clubs and other things going on in college, just check it all out, don't waste time playing videogames or whatever - I'm serious you can play videogames when you're older, now is the time to be social.
