Always assume attraction.

Most women will display interest in very indirect ways. Asking questions, being in the general vicinity, looking at you, etc. You cannot guess exactly what is going on, so alway assume that they are interested in you.

Say hello, talk, flirt, ask them out for coffee. You have nothing to lose.

Don't worry about being labelled as a creep either. There is something Mark Manson say's about "not worrying about the creep police." I paraphrase.

Worst comes to worst, they'll not talk to you anymore. Then you put earphones on and go workout.

It depends on what they are asking but most likely it's an excuse to approach. Next time it happens introduce yourself and see where it goes.

Sometimes they just want help. I had a rather attractive female neighbor ask me for help starting her mower. I could have interpreted it as a pick-up or more likely the darn thing just wouldn't start (it took more than half a dozen pulls before it started....).

I suggest you treat them with respect and wait for some sort of sign she's open to flirtation, of things hit off well, get a phone number... and maybe a new workout buddy.
