That technique does sort of come off as needy but it could work. If you are out as friends you can definitely put the moves on one of her friends and it will absolutely make her jealous and your dad's advice is sound. Either way you'll be getting your dick sucked by one of them.

Let her see you with another girl and don't be a creep, say hello and be nice and introduce your new girlfriend to her and then she'll start texting you after a couple days.
