I highly recommend you check out James Marshall's talk on multiple relationship dynamics, as he puts it. Which is just a fancy way of saying he talks about how and when to broach the subject that you'd like a casual relationship.
Although if you have known this person already for, say a month, then you've probably waited too long to make a move.

Yes. Share your opinion and then ask what do they think about it.
For FWB, make sure you have rules in place. In which both must agree or you don't do it at all.
If there is any changes mid-way, stop everything and talk about the rules and boundaries (whether you want it to be re-enforced or changed.)
