If she ignores you approach, you are doing something wrong. At the very least, you should make eye contact before approaching. I would also recommend getting some sort of positive signals from her before approaching.

I read a response that you are approaching from the front. I would recommend that first you try and make eye contact for a moment. After have a puzzled look on your face. Wait a little bit and move elsewhere. Then after like 10 to 15 minutes, get back in her field of vision and do a double take, again making eye contact. Then, instead of approaching directly from the front, approach from the side and tell her she looks familiar. Ask her if she does or goes to XYZ, and just start a conversation with her. Maybe you wll have randomly seen her at the same market or bar or gym, or maybe not. But it's innocent enough to ask her if you do possibly know her from somewhere and engage in a conversation with her.

Warm her up through the conversation, and continue to build her interest levels in the conversation, and the fact that she's in a conversation with you.

But seriously, just come in bold and confident. Your boldness will catch her attention more than any gimmick - unless she is literally busy and is intentionally trying to ignore you so she can concentrate.
