If a guy suggests going out after a week and then does not call/text even though he is online - is that him waiting for me to approach or him having lost interest?

P.S. The person is aware of my existence, liked instagram/fb photos of mine, yet does not contact me back. Should girls take the lead in that case? Or that would end up in the girl looking desperate and the guy not being excited by the good old chase?
