You don't need to go to clubs to meet women. Simple as that. You're in college man, girls will be everywhere, especially if you live in the dorm. Just learn how to start approaching them. And you have classes don't you? I'm sure there are tons of campus events too. The key to meeting women is just getting out there, do as many things as you can and just go talk to them. Don't wait for anything to fall in your lap, go take it.

Stay up really really late and do your studying in public study rooms. It helps if you have something to offer other people like the popular group video games and a TV in your room. Join a sports team. There are flyers everywhere for weird events. Go to all of them. Friend-zone the hottest girls. If your friends are talking about doing something enthusiastically invite yourself along. Once you start drinking make sure you have a hookup for beer/liquor and bring some if you get invited to a party.

Basically don't be isolated and don't be unattractive.

Meet people in your classes and occasionally suggest you meet for study sessions or grab lunch/dinner after class.

Join a student club/organization/group at your uni. This is a great way to pursue an interest and build value in your life while meeting people and expanding your social circle.

Having been 16 and in college in the US, I can tell you I missed SO MANY opportunities at school itself. Whether it was in the cafeteria or student study areas... I look back and kick myself. I thought my problem was that I couldn't get into bars/clubs as well, but now that I am older and wiser, I realize I missed so many signals from girls I met just at random places on campus. I was so busy thinking they weren't interested in me because of my age that I just thought all these girls were being nice to me. Some were, but others definitely were interested. Read up on this subreddit, and just go for it.
