All bars are different -- some follow local laws, some have their own policies, etc.

Most restaurant-bars will allow people under 21 to be there, and this sounds like it's probably one of those places. So yeah, you can probably walk in and either sit at a table or at the bar, then just order something non-alcoholic.

But in many places, bars won't allow anyone who's under 21 to even walk into the bar, and many restaurant-bars won't allow it after a certain time in the evening. They'll have people at the door who ask to see your ID, and if you're under 21, they won't let you in.

Then there are other bars where they either stamp your hand or give you a certain bracelet to signify that you're old enough to order alcohol (many college bars have things like this). That way, younger kids can still get in, but they're not allowed to order alcohol -- though if they're not retards, they'll just ask an older person to buy it for them.

Can I legally walk in there, get a water and a table and go pick up girls at different tables? If the answer is yes then I will do it.

Based on your description, I'd say yeah, this place would probably allow you to come in. But if their main function is as a restaurant, then you shouldn't get a table if you're not gonna be eating anything. Just sit at the bar and get something non-alcoholic (though, there are also places that won't allow you to sit at the bar if you're not 21+). Also, I'm not sure how "busy" this place actually is, and unless it's after like 10pm when you go there, it'd probably be weird for you to go around talking to people. To me, it doesn't sound like this place is that type of bar. Most restaurant-bars aren't exactly that type of bar (unless they're in a college town).

Edit: Either way, just go there and ask, dude. Unless they're assholes, they'll simply tell you whether it's okay or not.
