A lot of it more depends on the vibe and the feel of the interaction. If you feel the sexual tension in the air then a simple "I want to kiss you", then go for the kiss is enough. I'v had interactions where i got the kiss 2 hours into the interaction and others 5 mins into the interaction.

This is a trick I've pulled a few times. I take a girl down to the beach with a blanket or something, we talk and flirt about stuff. Eventually she will ask if you'll go in the water. I play hard to get with silly excuses, but I finish with "what will you give me if I do?" Best case, she doesnt need you to go in, and the kiss is just a forgone conclusion. Worst case, you live up to your part of the deal and so does she, because of the implication...

You can try to propose a game that is "I'm gonna ask you a question, and after you answered it, I'll have to answer it".
Usually it works to change the topic of the conversation; you should start with silly things and then start flirting with it a bit.
Other than that, as the other posters said, if you feel it's good to go for a kiss, go for it.
