Was in a similar situation, was at a party took the girl outside. I we talked and i put my arms around her got close and looked into her eyes. You have to say it as confident as possible "Do you want to kiss me?" She said "maybe" i said "lets find out" so i did and made out with her. It doesnt matter what she says, if she says yes, do it, if she says maybe ur in, if she says no just say "who says i wanted to" or some bullshit. I think its from the MM im not sure tho but it worked for me

Ask them out to a date and make sure you tell them its a DATE. Then flirt more or less like you would normally and try for a kiss at some point.
