From the UK and imo it's ok. How else you going to keep in contact with the girl. Get to know her a bit first obviously but once you feel you've reached a high point in your interaction go for her number or Snapchat.

First of all, Snapchat is for 14 year olds.

Second of all, England uses WhatsApp. It's better to ask for WhatsApp than the 'phone number', even though it's basically the same thing.

I personally place Facebook at the top of my list for closes, as it gives me the opportunity to permanently connect with the girls I meet. That will contribute to my profile's engagement and popularity. A phone number is very much wasted. And Snapchat is a waste of time.
